Seat Belt and Child Restraint Guidelines
Every adult passenger is required to wear a seat belt, and every passenger 16 years and younger must wear a seat belt at all times. If your child is 12 years old or younger, he or she by law must ride in the back seat. A child between 40 - 80 lbs. should ride in the car using a combination of a booster seat and the car's regular restraint system.
Younger children between 20 - 40 lbs. should ride in forward-facing car seat. Infants weighing less than 20 lbs. should ride in a rear-facing child safety seat with the appropriately approved safety harness.
As you can see, the law has the intention of promoting safety, while being complicated to interpret and enforce.
